Do you believe that President Elect Obama is violating the Constitution?

Today, MSNBC reported that in the Constitution it states that no member of Congress can be appointed to a federal job if that position has received a pay increase. The position of Sec of State did receive a pay raise this past January. This means that if Sen Clinton is appointed to Sec of State, Obama will be violating the Constitution. What do you think?
